I didn't think the first shuttles were even as advanced as having Z80s in them!
Actually, the shuttle used the 400khz 32bit word, AP101, with 424kb magnetic core memory... and the 1MHz AP101S after the upgrade.
Instruction set is 160-something commands.
The Z80 is 2.5MHz to 20MHz... 8-bit, 252 commands... So yeah, you're right... pretty low.
