Max Lift for strength.

I do not think there is a consistent “official” answer in the rules. I aimed for “body weight” for the typical person (so about 10 kg x STR) with about triple that for a short term leg lift.
 
Here’s a quick overview of average males, so maybe call that STR 7-8 depending whether you factor in dimorphism.


Doing a quick scan of other sites, they consistently quote a higher value for people who have been training for years. So your mechanic should probably include some Athletics type skill to modify the lift capacity up.
 
For a different system I said world records (of which code, would be a relevant question) needed a human maximum (unenhanced) ability score (a relatively large number of people have it), an Athletics skill rank (less so) and a level of success, then worked back.

That works out to a DEADLIFT of STR x STR in kg (STR 7 = 49 kg; STR 15 = 225 kg) and an OVERHEAD LIFT of 7 x STR (STR 7 = 49 kg; STR 15 = 105 kg).
