There used to be a lot of buzz about conventional-explosive EMP weapon testing that just vanished a few years ago. I wonder if this is a spin-off of that project.

Sounds like they are trying to over complicate an already proven design. The mechanism to focus the SFP would be massive compaired to chemical explosives.
A fancy outrageously expensive rock will not kill you any more dead than a plain free rock picked up off the ground.

I would have thought so, also. But if they can do it in a reasonable size, and aim the jet, or split the jet between two or more targets those are things a simple mechanical explosive can do.
