The first campaign I refereed used as our source material a book by Martin J. Dougherty titled "The Linkworlds Cluster", from the T20 version of Traveller.
It really worked well for me as a referee and my players liked the set up and stories presented. The somewhat low "stakes" (i.e. we're not saving the galaxy here) made for great mission-of-the-week games, so I'd love to find any similar books.
