There is a missing story between the Ramshackle Empire and the Third Imperium.

How did things fall apart so completely?

In order to solve this, let us insert the Mongol Empire inbetween.

The basis of Mongol power was the mobility, agility and adaptability of their horse archers, the terrifying cruelty of their leaders and their
"pony express" information network.

As shown by the First Interstellar War, missile boats with their small unarmored hulls can be built and maintained by any commercial shipyard,
while their small size and high thrust to weight ratio makes them hard targets that can wage battle on terms of their own choosing. The early
nuclear dampeners of the Ramshackle Empire have minimal effectiveness against the nuclear missiles which can be terrifyingly cruel against
planets whose defending fleets have been lured off and defeated in detail.
And as for message delivery, even a single missile boat makes for a formidable courier.

So there was a "Great Khan" who unified much of the Ramshackle Empire then at his death his empire fell apart and the parts waged nuclear war on each other until everything fell into darkness and nobody was even able to build missile boats.

I do like the concept though. My Character of the Time Police captain Yolanda Khan could be a decendant?
