Scouts Seek New Ship

In a press conference today at IISSB Glisten, Scout Administrator
Jared Giirukaan read the following statement, announcing that the IISS
was undertaking a design competition for a new class of scout cruiser:

Sophonts of the press, thank you for being here today.

As you all know, the Imperial Interstellar Scout Service has the most
diverse set of missions in the various Imperial services: exploration,
survey, communications, even interdicting Red-Zoned worlds. To meet
the requirements of these missions, the IISS necessarily maintains a
wide array of starships, from the xboats and scout/couriers that link
our Imperium together, through the _Donosev_-class survey ships and
_Pytheas_-class exploratory cruisers, all the way to _Azhanti High
Lightning_-class frontier cruisers and _Kokirrak_-class dreadnoughts
transferred from the Imperial Navy. These last-named ships are
especially vital in our mission to maintain interdiction of Red-Zoned
worlds.

However, with the exception of a very limited number of _Gran
Fenwick_-class scout cruisers, the IISS fleet lacks an appropriate
cruiser-type ship to enforce Red Zones in a low-to-medium threat
environment, where deploying our few _Azhanti High Lightnings_ or
_Kokirraks_ would be wasteful and unnecessary. The low acceleration
and light armament of the otherwise-excellent _Pytheas_-class
exploratory cruiser make this ship a suboptimal choice for enforcing
Red Zones, as many paramilitary ships can outrun a _Pytheas_.

With all this in mind, I am pleased to announce that the IISS has
received budget approval for a new class of scout cruiser, the design
of which shall be chosen in a competition among the Imperium's leading
shipyards. Projected roles for this new scout cruiser include
maintaining interdiction of Red Zone systems in a low-to-medium threat
environment, conducting long-term surveillance and survey of Imperial
and extra-Imperial systems, and serving as a command-and-control ship
for mobilized scout squadrons in wartime. This new ship should have
the following capabilities:

Size in the 5,000-10,000 dton range
Performance superior to the _Pytheas_-class' 2.1G/J4
Research facilities and sensor suites appropriate for the ship's size
and missions
Combat capability equal or superior to an average destroyer, such as
the _Midu Agashaam_-class
Endurance of at least one year without replenishment

usual warning about GURPS Ve2 users remaining within the Traveller
tech limitations.

Those using LBB2 may use Ken Pick's "Beyond Book 2" house rules, to
allow the design to meet the required size and jump capability.

</font>[/QUOTE]I would say that means mainly food for a year, and possibly provision for more than usual maintenance requirements. I've run some numbers for the tonnage required for food stowage on the JTAS board.

Frontier refuelling would obviously be necessary for jump drives. For some, but not all, design systems you would also need to refuel the power plants.
 
Why J4, M2? Shouldn't it be be J2, M4 if you want to patrol a Red Zone. Or is this vessel supposed to check out multiple Red Zones. I think a small carrier with passive detection satellites would provide better coverage of a system.

Well since the back story is what tends to win these competions, do the design as you you see fit and include the change of the specs as part of your back story. It has worked in the past.

This is an except from the official notification. Also I have added the information on what design system was used for each design. Please note that the winner was a HG design and the previous winner was a FF&S1 (or was it 2?) design. The point is that any Traveller design system is welcome. I will post the start of the next contest when it is posted at JTAS. There is usually a discussion as to what the subject should be and all are welcome to come and contribute.

Contest 13 A two part adventure in design: What and How to make a
large very classy orbital station.
(Please post any additional questions or general contest comments)

The RFP (Request for Proposal) briefing was unusual in that
it was a leased ballroom at the best hotel in the system and not in
some stuffy conference room at a corporate office, or a dull
auditorium at the government center. There was food, very, very
good, very expensive food, with screened areas for several non-human
races. There was a single Hiver lurking around, a couple of nervous
looking Aslans and two groups of minor human races clumped of toward
one corner. Three very tall men might have been Zhodani’s but again
perhaps just executives from some firm.
There was real booze circulating, an open but not unlimited
bar, the press, out in force was getting preference chaperoned by
several young things wearing large colored company badges and not
much else. Of course, it takes a lot of badge to hold “Rift to Rift,
Core to Edge THE FINEST DIVISION OF Ultra Speculative Hyper
Construction, Hotels and Resorts”; IMPEREALLY (sic) Chartered and
Limited Responsibility On 552 Worlds Incorporated and Bonded,
MEGAMegamega Latest Nova Consultation, Promoting, Development and
Exploitation Group in holographic letters an inch high.
Right on time, the assistant VP of Promoting a rotund man in
plaid, the assistant VP in charge of Exploitation, a statuesque
female red head and the regional full VP in a very expensive suit
with lots of heavy metal jewelry took to the stage and announced.

RMIP (in a very loud plaid at that) “Welcome to the RFP announcement
and press extravaganza. We of MMLNCPDAEG division of USHCHandR are
pleased, proud and may I say honored to announce our latest
investment opportunity. We have secured the entire exclusive rights
to several absolutely stunning sub-Neptunian planets orbiting the
finest K and M stars in this region of space. We already have 100
mega credits of early investment and a ten Giga-credit line of credit
with local banks.”
SFRH (did we mention the very short skirt, the very long legs, the
indescribably something that makes human males into mindless drones)
We are now opening bids for a construction of the number one
station, to serve as a 5 star hotel with full facilities for
gambling, conferences, conventions, refueling, maintenance, multi-
species eating and drinking. We also expect that as traffic through
the Finest F star system increase that our station will facilitate
the trades with cargo re-factoring, storage and Trans loading.
VESWLOHMJ “gives RMIP the look”
RMIP “I would also like to invite all attendees to also pickup our
prospectus; we are still seeking investors for this and other
developments.
SFRH (giving a cheerleaders wave) “Yes, please pick up a prospectus
along with the RFP chip. We are expecting that this project will be
the first of many and we hope to partner with (gives a wink to the
crowd) several of your fantastic firms in extending the regions
construction fleet with this project. Now for some of the details”
(looks at RMIP and VESWLOHMJ who nod, go ahead
SFRH “We want grand, twice as grand as Alell Grande, something that
can grow until it is bigger than the Mora High, (see Gurps Traveller
Star Ports) it must have an unforgettable architectural look, but
with a budget under control, nothing that looks of tacky cheap
modular grids or docks. The space docks must be efficient but out of
sight of the expensive rooms and expandable as traffic demands.
(Cooing but loud) AND WE EXPECT traffic to get very big, we expect
attractions to be the absolute biggest and best in the entire
region. “She continues to work the crowd, and a least half the human
males have a glazed look in their eyes. “As a premier visitation
center, we will require security, both internal and external but we
feel that armor is so, so ugly and depressing, and turrets are so
negative retro, so no armor, no turrets…. and holographic fronts are
just tacky and gauche, we want real glass, real gold, real heft to
the silver plate.” “Our head office analyst’s team has determined
that we need station keeping M drives of about a tenth G but for
safety have asked for a 150% margin to .25 G. Orbital radiation
levels are low, the primary is a middle-aged main sequence star and
the planet is at 10 AU well past the ice line. The planet is about 5
earth mass, has a solid/liquid surface under a 350 bar stratified
atmosphere (40% H, 15%He, 15% CH4, 10% N, 3% NH3,17% other stuff, CO,
CO2, H2O, higher hydrocarbons) , It is also a low spin with a 30 hour
rotation and nearly zero magnetic field. There may be cold life
around the surface“

Looking at her watch, “oh my we only have a couple minutes for
questions, do I hear any questions?”

A business man; “When do you hope to have this open for business”
RMIP, “Our plan is to do the public offering for this investment
opportunity on several worlds next month and with that capital
complete the planning stages at the end of Thanksgiving weekend.
Constructions projected at three years with expansion of services
lasting up to ten years after that.“ Nodes to VESWLOHMJ

VESWLOHMJ His jewelry glitters brightly and hypnotically in the spot
light as he speaks in a deep oily voice; “We expect this to be the
biggest offering this sub-sector has ever seen, and then we will take
this development to heights of return never before achieved.

Another business man, this one clearly in construction engineering
with his hard hat under his arm asks “I see you have an agreement
with the Services for this facility?
SFRH; As she locks eyes,” Our agreement says that they will lease
space for a scout office and as soon as communication traffic is
sufficient they will extend a peripheral X boat service to the system
and they will do a study to evaluate the need for through
communications couriers. We also have a signed agreement in
principal with a Naval Logistics Office to subsidize our fueling
operation providing we construct and maintain a hundred thousand
VTons of refined fuel and collection and refining capacity to produce
a hundred thousand VTons per week. The scouts and navy are some of
our biggest supporters.

There is a small commotion as the crowd mike is passed down the
line. It appears that the it was supposed to go to a severe looking
banker but it has been intercepted in the crowd by a engineer.

The mousy looking engineer type still with pocket protector even
though his high-end personal computer is balanced by his data
link. “I see that it is two Jump 1’s and then either two J2s or a J3
from the nearest Industrial world. Have you factored this into your
planning? The “Finest system” also does not have any T type
habitable worlds.

RMIP (smiling as if he really did not mean it) “Yes, our development
plans say that this system is a pure platinum, pure credit
opportunity. With our station, a monopoly on refueling and a ten
Jump1 linked main and cluster worlds beyond this station this should
be one of the most productive sites in our vast chain of developments.

MLET, coding into his percomp is not convinced, attempts to hold the
floor mike for a follow-up but is deftly blocked by a young thing and
a big goon who take it away and pass it down the line)
The selected Banker asks, “ What kind of ship repair and construction
facilities will this station have”
RMIP “ I am glad you asked that question, we are currently in
preliminary discussion with several firms to manage and operate the
service facilities. This is a major opportunity and we expect heavy
bidding on these rights. Our RFP has included requirements for a
civil yard with 2 to 4 bays for ships up to 30,000 VTons limited to
500 meters in length. Our expectation would be that there would be
an equivalent space for the more common ships in the 100 to 1000 ton
giving that portion of the yard room for up to 20 simultaneous
refits. If your firm is interesting in investing in such a venture,
we would love to work you into our exploitation plans.

The red head dances back over to the mike, gives her most dazzling
smile:” I think we have time for just one more small question.

A Slick Youngster in a somewhat good suit gets the mike “Can you tell
us some more about the returns you expect on this project”

All those on the podium smile and the redhead answers, “Several of
our other exploitations have yielded over 500 percent compounded
orbit annually for the initial investors who continued with the
mission for 5 orbits. We cannot say that this will be as good as that
but a gain of 100% per orbit seems very likely. More questions. No
(coos) thank you; do not forget your briefing chips. Thank you all,
so, so much for attending. I really hope we can collaborate with you
in developing and exploiting this situation.

MLET, more than slightly missed at losing the mike and not getting to
ask somre more questions, ….mutters as he leaves, what orbit is that,
MiniNeptune? Ten AU and what is the star mass. …………..

The contest: This will be a two-part contest.
First is an outline within whatever system or systems you use
of the station you propose to build. IMO CT and MT will require a
lot of inventing and even Gurps Traveller Star Ports does not give
much technical detail about constructing big space structures. In
spite of the announcements against modules, significant parts of any
such station would be modules, what the promoters want is a look that
hides the fact. Essentials of a short description about the station
includes the architectural style or look and a break down of levels
and volumes dedicated to various components. Oh and of course, a
preliminary, ironclad estimate of the cost to manufacture and
assemble on location.

Second, in the full spirit of ship and craft design; Design
the ship(s) and craft(s) required to construct this Orbital port.
(There is no down/low/ground station component) Note as came up in
the briefing, the nearest heavy industry is several jumps away that
would also apply to ship yards capable of manufacturing M drives and
Fusion power plants. This might more properly be a fleet, but there
are leases available for civil ships including large modular carriers
and jump net ore/cargo carriers (minimum lease 2 years, time to make
available 6 months plus transit distance)
As mentioned in the briefing, there will be a requirement for
100K VTon of refining and fuel tankage and space for Scout and Naval
liaison offices.
There are large amounts of asteroid resources in the Finest F
system but no classic nickel iron cores directly suitable for
planetoid structures. All the asteroids are crumbly ice/mud/boulder
types unsuitable for push transport or tunneling. There are three
belts, WarmandDry at .25 AU, IcyMud at 2 AU and Trojans (clusters
at 60 degrees ahead and behind planet) at orbit of MiniNeoNeptune.
Current in-system population is less than 1000 and 100 of those are
survey crews for MMLNCPDAEG division of USHCHandR. There are two
stations in the WarmandDry with about 350 population each; one is a
religious order, the other a cooperative. The cooperative is home
base for a tiny free trader clan; they own three trade ships and
members also have three detached scouts of which two are frequently
in system. (Adventure thread 3) These groups consider the entire
WarmandDry belt their property, have claims on the best Ore and
Organics resources in IcyMud (The largest 40 of 500+ objects) and
were NOT consulted about the idea of there being a monopoly on the
ice giants refueling.

As pre-announced, contest entries will be accepted until Midnight
Pacific time, Sunday Nov. 30, If there are no major formatting
problems or other glitches on my end, evaluation phase with all
entries posted will start Tuesday Dec 2 or Wed Dec 3. With voting
the next week Dec. 9 to 14.

I am properly chastised for posing such a complex scenario that it is
not fun for significant number of readers.
I have had several feedback messages saying that they can not
participate all because of time and complexity.
I regret that, (and I also do not want to win by the default of
having an only entry...and I do want to post an entry)

So...........a revised Contest 13, simplified.

Design either an unarmed (Civil) High port/Orbital station to be
constructed in orbit around a sub Neptune scaled giant planet, in a
low population system. This can be broad brush if large, use modules
to save design time or be smaller scale, perhaps even a II, III type
port. (The modules in Modular cutter can be recycled as descriptions
elements for a structure)
Budget is not a design constraint, the sponsers appear to have the
capital of a sector to draw on.
Not required, but Scout or Naval presence can be included.

OR

A ship for constructing OR placing and setting up High Port/Orbital
stations. Placing and setting up can be modules or modifications of
LASH or other systems.

Target date for entries will still be Sunday evening after American
Thanksgiving.

I really hope we can have 3 to 5 entries. Thanks for those who have
give the feedback. If there are those toiling away, the original over
the top spec can be applied.

With a very thin turn out in the follow up vote, the clear winner 2
to 1 is the Big Bob bid. The baton for a contest is now passed to
Joe Gill.

Congratulations to all three contestants, a lot of work, and some
outside of the edges of the rule set additions and color. I think
we should allow for our original sponsers to build all three....even
as the promoters Enron themselves across an entire sector. Then we
have three more spooky, nearly empty stations to visit and explore,
manned by bitter staff who invested in the bonds and few Imperial
administrators who might just be there as punishment duty.
