MT Only: Issue with the "Troops in the Fifth Frontier War" Charts from GDW JTAS 10

Hi,
I'm fairly certain this falls into MegaTraveller, but...

Per the first chart "Defense Battalions for a Specific World", using the UWP of Palique (A511965-E), cross-referencing the pop (9) and Tech (E) "Would say" that world should have "7K" defense battalions - BUT!

Next, a rule at the table's bottoms says:
"If the world has a hostile environment (atmosphere 0, 1, 2, 3, 4, 7, or 9+) then shift the population column one to the left (effectively
reducing the number of battalions present)."

So, that means crossing "8" and "E" for "7C"

That said, the next chart tells one how many of those units are available for mobile forces.
But!!!
I can find no row in that second chart for "7C" or "7k"

I can also find no mention of an errata that corrects this, or these charts.

Can anyone direct me?

Its 10% that are available for offworld duty at that population level - so 70 factors/battalions in the case of Palique.

T4 Imperial Squadrons has a more sophisticated methodology if you're interested in really detailing what those battalions are.
