Initiative without a Tactics pool

This came up in a game last night.

I read the rulebooks about a year ago or so, and I'm just now getting another chance to play this sucker. I noticed that MT combat initiative depends upon the Tactics pools on either side of the fight. But supposing that neither side has a Tactics pool.

What do you do?

Me, I said to myself, "Well, just default to Dexterity. Why not?" But anyone has a better idea...I'm interested in it.

I just make it a task roll, both sides roll 2d, with DMs determined by the referee if applicable.

Side that gets the highest success wins initiative.

It is possible to get an exceptional failure too...

I would use terms in various services:
Army, Marines, Hunter, Corsair, Police: Terms x1
Navy, Scouts, Other, Noble, Flyer, Sailor, Merchant: Terms x0.5
Academic, Scientist, Doctor, etc: Terms x0.333
IRIS: Terms x1.5

Or, as I tend to do, use this for an initiative stat, and allow tactics to modifiy it... adding 1d for good measure.
