I was going through my print copy of GtD and a thought occured to me. Isn't the ITCA a technically illegal orginization under imperial law since it like the Loyal Sector Guard is an interplanetary orginization not under direction of an imperial ministry? Or is there some loophole mentioned in the book that I'm missing?

I thought of it as a reserve force under the direction of the archduke, like the hazily canonical subsector navies / reserve fleets.

There is more than one odd technicality in the 993 Gateway Domain. But in this case, if the Loyal Sector Guard can get away with it, then so can the ITCA.
