It's not in TCS; TCS is explicit that, in the Campaign rules, yes, indeed, you need a B port to build non-starships, and an A to build starships; no explicit restriction nor enabling is placed on small craft.
It's not in TCS. It's in HG. TCS is much more of a wargame than it is a role-playing game, so it makes different simplifications to the game universe than HG does.

The copy on the CD disagrees with you, Hans.

HG, p.20:
Availability: Starships (with jump drives) may be constructed at the shipyard of any class A starport; non-starships (without jump drives) may be constructed at the shipyard of any class A or class B starport.​

Again, no conflict with Bk2 definition of Starship/Non-Starship/Small Craft... Bk5 doesn't redefine the terms.

Nor do either TCS nor Bk5 redefine starport types.

  • C Routine quality installation. Only unrefined fuel available. Reasonable repair facilities present. Scout base may be present.
  • D Poor quality installation. Only unrefined fuel available. No repair or shipyard facilities present. Scout base may be present.
  • E Frontier installation. Essentially a marked spot of bedrock with no fuel, facilities, or bases present.

Two paragraphs further down:

"A planetary navy may procure ships at any shipyard within the borders of its subsector; alternatively, a planetary navy may construct ships on its planet, using local resources, even if a shipyard is not present."​
I'm surprised I've never quoted that passage to you in all our previous discussions on the subject, Wil.
