This is probably very realistic. Especially in a classed society (such as 3I), the nobility are not held to the same standards of general accountability as the proles are. Otherwise, what would be the point of having a classed society to begin with?

That is not to say that there are not worlds (within and without The Imperium) which do not have different laws on the books for members of different social levels (castes). Such worlds are uncommon, but they do exist. To those who have lived their lives within an egalitarian legal system, this can be a most alien (and even somewhat repugnant) concept.
