How do I keep the PCs out of a region of space?

Huh? What does the US $ (especially the US dollar in various years) have to do with the credits required to travel in Traveller? And what's with using average inflation rate to determine precise costs? Can you use the cost of 2G of computer memory 10 years ago and the rate of inflation to calculate the cost of memory today? How about the price paid for a house 10 years ago vs how much you can get for it now?

I would think that analyzing in game costs with in game earnings would be more useful.

Not sure what you considered broken in Mongoose Traveller and I don't have my CT handy to look things up.

But in MGT, 1 parsec mid passage is 3000cr. I'm not sure what the average citizens salary is, but ships crew is listed at 2,000 - 6,000cr per month on average. A 'citizen' who retires at 62yo (11 terms) would get 22,000cr a year in retirement.

Converting Credits to Dollars is a comparison technique. Since the Credit was officially pegged at the 1977 US dollar (see designer's notes), using the current dollar with inflation corrections (taken from an economics website, BTW) provides a range of value that the modern person can in fact grasp, since they can compare to current prices.

As for Mongoose: the actual costs to ship, presuming a 1/240th purchase price setaside for replacement (or as monthly payment) for a 1 parsec trip is in fact higher than the cost of said ticket... by over Cr1000 in most cases. In other words, at book rates, MGT should result in absolutely no passages, as ships lose more by fitting staterooms than the cargo space would bring in carrying freight, let alone speculative cargo.

see Fixing the Economics for the details of my analysis. I don't use the term "Badly Broken" often; that does, however, hit it squarely.

And as for that retiree of KCr22... he's paying 12x1500=Cr18000 at soc 7 for himself, leaving KCr4 for other expenses. He can afford no more than one parsec round trip per year at book prices, but, as noted, no ship should be taking passengers at those prices, because it's not cost effective... and if he's soc 8 or 9, he's LOSING KCr2 per year.
