The "plasma pinch" effect. It was in my Phys 349 text, but I have never seen it used for weapons. I don't know why, the math doesn't change.

I know they have created "stable" plasmoids with lifetimes on the order of milliseconds. We also have the evidence of "ball lightning" with observed lifetimes of tens of seconds, but little is understood about them.
