GURPS to T20 conversion

I was reading through one of the GURPS Traveller books, came across a section of certifications for traders, like communications operatiions certificate, limited first mates licenes ect. in there the average skill level requierment was 12. My question is mostly what would a level 12 skill in GURPS equate to in the D20 system.

I would, off hand, say it was the equivalent of 4 ranks in a skill or posessing the most similar feat to the GURPS skill listed
