On page 258 there is a FillForm Example of a Plasma Gun (PGMP-11).

Shouldn't the damage be Pen-5, Burn-3 ?

Well, since nobody seems to have an answer, I'll just have to create some weapons assuming that the examples are wrong and my interpretation of the rules and charts are correct.

To be honest, I have not gotten that far into the pdf yet. Still going through character generation. Equipment will come soon.
