There is a little bit more on Apes in Mongoose Traveller's Solomani module in the section on "Races in the Solomani Confederation":
Apes tend to be stereotyped as a loyal, hard-working but mentally inferior worker class who can never, ever be the equal of Humans and who should stay out of polite society. Only a few radical Solomani liberals advocate otherwise. Provided the Ape knows his place, Solomani tend to like them. There is a mild undercurrent of unease that Apes can 'revert' to dangerous animals if provoked; police or armed citizens faced with an angry uplifted Ape tend to shoot first and ask questions later; they will rarely get in trouble for excessive force. This overreaction has been fanned in recent years by persistent rumours of secret genetic experiments to create super-Apes or further enhance the intelligence of other great apes. Such 'genetic war' stories are dismissed as nonsense by most authorities.

How very 'human' to force eugenics programs unto non-sentients without their understanding or consent. You just know that the techniques learned by doing so would be used on other humans for profit. Designer babies. A step beyond mundane performance-enhancing drugs. A way to beat the Hayflick limit. etc. etc.

Humans already use animals for research into genetic modification, toxicology and effectiveness of drugs. And then there is 'Xenotransplantation'... animals genetically modified to be organ donors to humans? Human-animal chimeras already exist.

Initial testing on humans would be done on lower classes of people, much like how toxicology on humans from cosmetics are tested. I know first-hand how to make a quick $100 by being a human lab-animal. A real boon when you're dirt poor.

And not just non-sentients either. The Sollies have had little compunction "chopping" Homo sapiens too.

Among many others only mentioned in passing, MT's S&A specifically discusses (and has a illo for) human colonists geneered with alphorns in their heads to make communication easier in the local atmosphere. I guess giving everyone a cellphone would cost too much.

The Rim also "boasts" a corporate-ruled "Brave New World Lite" in which the population is geneered to fit specific roles. I wonder if they play Centrifugal Bumble Puppy?

There's a lot of darkness in the OTU if you know where to look.

Look at the Deyo transponder for example. There's an idiot savant geneered from a sentient lifeform in each and every one. Think about how many were manufactured. Think about how they were manufactured.
 
Let us not forget the Supermen that finally end the Solomani Confederation in 1138. They are written of more pissed off Dr. Bashir's than Khan Noonian Singh.
 
If you don't mind a non-Canon source, our Clement Sector setting is populated by a number of uplifted animals including Apes. You might consider picking up our Clement Sector Core Setting Book. You can find it on Drive-thru RPG.

(I would post a link but I'm told not to do that in places other the "News area". Just type "Clement Sector" into DTRPG's search function. Should come right up.)

Rolling up characters with our setting book should give you well-rounded characters that are usable with the OTU.
