I can't think of a reason why not if it's designed to do it. However if artificial gravity is considered so reliable as to almost never fail, it's cheaper and easier not to build it to the more complex design requirements.

Agreed, do you really want to deal with the other probability?
artificial gravity could fail due to power outage, not sytem failure,
it would not be hard to desgin a Fresher subsystem to cope without gravity
(with its own battery power) in fact it would be hard not to have such a backup system, considering all factors
