I can confirm reading that too, though, like you, I don't remember where.

It comes at the end of Foundation and Earth. A surprise ending I am surprised I still remember.

Because of this thread I didn't hesitate when I was in a bargain bookstore to re-pickup these books. I had no desire to read cover to cover so just chose what interested me from the index and read "The Traders." A fun story with a diplomatic, espionage and trader background. I believe another thread on secret agents in Traveller is more where I would want to go with handling a campaign based on this. Yes the characters that Asimov creates are very interesting. The Mule would be a great villain.
