In the books, it lists how much food and water is the minium required per day. Where can I find what the effects of starvation & dehydration are, in game mechanics?

don't have anything official, but how 'bout:

for water, -1 to endurance for each six hours.

for food, -1 to each physical stat for each two days.

Double Adventure 2, Mission on Mithril, has simple starvation rules which are similar to Flykiller's suggestion. It's CT, but the damage system is similar in both games.
On half rations a character must reduce either STR or END by 1 every two days.
No food at all reduce STR or END by 1 every day.
If a characteristic reaches zero the character has succumbed to starvation and is useless.
His solution for thirst looks good, but I would modify it to:
lose 1 point from STR or END every four hours. The time period could be modified by level of activity and ambient temperature, i.e. if the character is running across a hot desert make the reduction every hour.
I'll keep digging to see if I can find any official rules on thirst.

I'd say thirst impairs STR, DEX, INT, and END... similar process. 1 point for every 4 hours without beverage in either high heat, or under exertion, 1 per 8 in liht exertion, 1 per 12 when sleeping (thus allowing a normal vilani sleep cycle without having to consume beverage...)

Given the number of people whose brains do not function until the first cup of coffee, I'd say impairing INT from thirst over a normal sleep period is quite reasonable.
