The "KKM" topic seems to be wabdering off in various ways to "defensive" issues for systems defence. Instead of having it continue to meander, I'm hoping that folks move the discussion here instead.
I'll start the pebble rolling taking the position that "unrestricted" FTL (can transition anywhere at any velocity) or reactionless thrusters make "fixed" defensive positions useless, and any predictable concentrations of vessels are likely to be destroyed if hostilities are started without a declaration (like Pearl Harbour, but worse)
Since I like the "feel" of the "Age of Grand Empires" in space (for parallels look to the 17th to early 19th centuries) where fixed fortifcations were a significant part of strategy my universe has VERY stringent conditions on FTL transitions, as well as not having reactionless thrusters. This combination allows fixed defences to be effective units, and I will follow up with some of the insystem facilities that you should expect to see IMTU
If you are using "unconstrained" FTL and / or reactionless thrusters then this is still a good place to look for non-military facilities, such as refueling stations, orbital solar and industrial arrays and "Extreme Highport" stations (either positioned past the 100 diameter limit, or near "constrained" Jump transit points) This is probably also where orbital or deep space habitats should reside, in cease you are wondering how those size-0 pop-A systems are really organized...
