Environmental Hazards - how to apply them

I am interested in possibly porting in some of the environmental hazards from T5 into CT. However, I don't understand how T5 works in this regard. What does Flash-3 mean? Or Suff-3 mean? I have tried searching the rule book but come up empty.

To give you a better answer, I will need to get on another one of my computers, but I think that the Flash-3 and Suff-3 refers to damage rolls in the weapons effect section. If I remember correctly, Suff-3 refers to suffocation, while Flash-3 is blinding. Are you looking in T5.0.9 or the first version?
 
Look at e.g. the "Penetration and Damage Chart" on p190. P181 shows how damage is inflicted for different damage types.

Flash is a weapon effect resulting in damage type Blind. Armour type FlashProof protects against Flash (p183).

Suff (Suffocation) is a damage type from gas attacks and lack of atmosphere (thin, trace, vacuum). Armour type Sealed protects against Suff (p183).

Flash-3, It is just that. a flash light. that flash would be so bright you would see bones through you hands and be blinded for a period of time
the 3 would indicate a 3D turns blind.
