I think they bought into the "If they build it, they will come" mentality. One of the quotes is that there are more construction workers than citizens there, and another is that they currently have 15-25% of all the world's cranes.

Clearly visible in Google Earth.
That's very impressive. What a gorgeous, futuristic city. It looks far better than the abomination that the other Jewel in the Desert (Las Vegas) has become.
