Which wins?
The feat is worded as universal and additional, i.e. if read literally you would get you 1d6 MidPax on a world with zero population who want to go to an Amber zone (rather than a hardwired zero without the feat).
Personally, I'd rather say it only generates the extra passengers in situations where it is normally possible to generate passengers.
What do people think? I need to decide how to handle this in my pax/freight/spec software.
