Do the Steward/Chief Steward feats find passengers where it's normally impossible?

THB p49 Chief Steward feat: "Adds 1d3 High, 1d6 Middle, and 1d6+3 Low passengers to the number requesting travel aboard ship".

THB p357 Passengers table
Content: no pax at pop 0, no HiPax at pop 1
Modifiers: Amber zone: -12 pax, with no MidPax or LoPax

Which wins?

The feat is worded as universal and additional, i.e. if read literally you would get you 1d6 MidPax on a world with zero population who want to go to an Amber zone (rather than a hardwired zero without the feat).

Personally, I'd rather say it only generates the extra passengers in situations where it is normally possible to generate passengers.

What do people think? I need to decide how to handle this in my pax/freight/spec software.

I would say that your Chief Steward has the most uncanny luck and he found some stranded souls on that airless world that are looking for a lift and are willing to pay for it ROFL


I would say that the chance has to positive before you could add to the factor in this case

I'd say that usually a Chief Steward could only find passangers on a planet where there were people. So if there are no people on a planet then there'd be no passangers. If there was even a very small colonial base then there might be half or even 1/3 his ability to gain passangers if the rolls were good enough. Or maybe they can find the usual amount of low passangers and half the middle and no or just a few high. Thats just my .02 creds.
