Do grav sleds make noise??

This depends a heck of alot on which rules set you are using. Even CT's magic, no fuel use, gravitic thrust will probably hum. The key part is it's a TL 9 Grav vehichle. Can you make a fusion powerplant in CT or MT small enough at TL 9 to fit into and power an air raft? I know you can't at TL 9 in TNE. So chances are that the air rafts powerplant is an internal combustion engine of some type (probably MHD Gas Turbine which will whine a bit) Under TNE said raft will then need propulsion of some form and at TL 9 that'll most likely be a jet engine of some type which will definately whine if not roar. I'd imagine it as something like a helicopter noise without the whup whup whup of the rotor blades.
The real question is not so much how noisy is the grav vehicle but how noisy is the road vehicle. What's the road surface? windows up or down? passengers quiet or in a heated debate or singing along to a song on the radio/stereo? Only vehicles on the road/air or is it a busy towns street/ busy cities street/ street next to an airport/ ring road around the starport? To many varibles?
 
T5 needs a decibel Flux column in the vehicle construction rules.

if a grav vehicle is useing a quiet say fusion power (still some sorta humming) and say the old way of grav plates (of course humming) and wind noise of displaced air. of course fast movers being capable of sonic boom.
also this most ive played with always had house rules of AG tech being like roswell UFOs like example when the UFO comes radio goofs up etc. another note is AG works against gravity or negates it either way your creating a freaky non natural bubble of sort of unatural physics. in which natural physics (that is jeolosly usurped gravity) would be in constant battle to reasert itself. i would believe some sort of at least muffled noise would come of it. of course TL-9 would be louder slowly muffled more at say TL-15.
consider a model T driving in front of a 2005 lexus. and then an abrams tank. noise suppression would be relivant to tech level, and to priority.
we also ruled this lets say your drivin along in your rag-top grav raft and some on flew close under you. one way your ag field either works against each other is as a pushing reaction knocking you both around or if a negation makeing you both now back in gravities control. either way. you both fall like wingless rocks.

How noisy is a fusion power plant? What sort of fusion power plant does traveller use? The possibilities include:

Inertial confinement fusion.

Magnetic confinement fusion.

Grav fusion.

Inertial confinement fusion involves creating small explosions inside the fusion chamber, often initiated by lasers. I think this will create a sound. Fusion pellets can be fused in the air and each explosion will make noise.
 
CT doesn't say which. I think there is also electrostatic confinement. But inertial confinement would sound like a deisel.

I vote some combination of electrostatic/magnetic, since the noise is not mentioned in canon.
 
If it moves through the air, it creates turbulence.

If it creates turbulence, that generates sound.

An Air-raft would be as noisy as, say, a non-moving jeep in a windstorm.

An enclosed a/r would be as noisy as a sedan or minivan in same windstorm.

Before accounting for electrical system hum, interior ventilation fans, stereos blaring, sonic booms, etc.
 
Remember sound is a matter of perspective. After a jet breaks the sound barrier, it appears to be moving silently until the sound reaches the hearer. Also the old question - If tree falls in the forest with no one to hear it, does it make a sound? My answer - Yes! the lack of a hearer does not negate sound because the sonic energy we percieve as sound was still produced.
