CT:HG Power Plant: 2nd Opinion Needed

Here's a connundrum: Is the PP described below a TL-13 PP-6 or PP-3? CT:HG says the calcs are based on the Power Plant number (6, in this case) but the PP only produces 3 EP. Here's the maths:

TL-13 PP-6 for a 50-dTon hull Small Craft:

2% of hull dTons * PP-n =
1% = 50 dTon hull / 100 = 0.5 dTon * 2% = 1 dTon per PP-n;
1 dTon * PP-6 = 6 dTons
Cost = MCr 3 per dTon of PP = MCr 3 * 6 dTons = MCr 18.

PP Fuel:

1% of hull dTons * PP-n =
0.5 dTon * PP-6 = 3 dTons.
Cost: Cr 500 per dTon of refined fuel = 3 * Cr 500 = Cr 1,500 = MCr 0.0015

EPs Produced:

1 EP per dTon of PP Fuel =
3 dTons PP fuel = 3 EPs.

TL-13 PP-6:

6 dTons
+3 EP
MCr 18

3 dTons Fuel
MCr 0.0015 fuel cost

Am I right in thinking that, despite this PP only producing 3 EP, this is, in fact, a PP-6?
 
A power plant 6 in a 50 ton hull will only produce 3EPs, all that TL does is make the power plant itself larger or smaller.

It is a power plant 6 in the USP, but only produces 3 EPs.

A couple of examples:

the Kinunir's pinnace in the back of High Guard has a power plant 4 in its USP, but only produces 1.4 EPs (35 ton ship - 0.35 x 4 = 1.4);

the provincial fighter Gnat example design in TCS has a power plant 12 in its USP that produces only 1.02 EPs, the Gnat is only 8.5 tons in size ;) (0.085 x 12 = 1.02).
 
In other words, High Guard Power Plants are rated relative to the tonnage of the craft.
