The T5 main book talks about technology extensively including early prototypes ahead for their time and refinements of existing technology.

MgT Supplement 4: Central Supply Catalog has its own system for creating prototypes and retrotech. The system has more flexibility/variability than the T5 QERPS.

Also in MT:WBH there are rules to subdivide the TL of a planet among various fields, some of which may wel be higher (and some lower) than the listed TL.

I read it when it first came out, and it is a good read, albeit the second book covering Jason dinAlt. It also covers a planet with a variety of technology levels.
