Imagine - Russia and China work together to build a Lunar station, Lunar base and the Earth orbital station. Then announce their plans for a joint mission to build a Mars base...
India with either of the other two is plausible.Personally, I would like to see an India, Japan, South Korea alliance to build a small Space Station ... they all have Rocket programs and Technology Sectors and Industrial capacity ... and they are all underrated for them. Then let SpaceX start regular service to the SEAsia LEO Station and see who can bootstrap "next steps" from that ... like a refueling depot ... Lunar Orbit Station (from which to launch Lunar Landers) ...

Japan and South Korea together seems unlikely for historical reasons.
Japan, as I recall, started their rocket programme for two reasons, American restrictions on jet research, and, besides commercial applications, as part of a turnkey programme to have nuclear warheaded ballistic missile deterrence, just in case.
So, more in common with North Korea.
It's more likely that under an American umbrella, that South Korea and Japan might have a cooperative space programme, rather than trying to navigate Indian industrial and bureaucratic hurdles.
