BeastMaker native terrain

There's practically nothing in the T5.09 errata on the BeastMaker rules, and there probably should be some things added. Here's a case where a clarification is needed:

On page 596, the note at the bottom of the page states:

Substitute these native terrain names if the Homeworld is Twilight Zone or Locked.

My question would be do these 3 (-1, 0, and 1) totally replace the normal ones (-5 to +5) or do they only replace the ones with the same numbers. The reason I ask is that these values are used in beast generation and limiting them to only 3 values changes what beasts are possible, which doesn't seem desirable.
 
I agree that you have to roll and maintain the full ±5 native terrain for the system to work, so I would only replace the ±1 terrain types and keep the rest.

The text seems to hint at that too (you only replace the specified terrain names, not the flux roll).
