How much is the battledress technology related to the field of robotics? If a world has, say, a general TL10 but has robotic tech ahead of its main TL, say at TL13, would that also mean that battledresses would be available?
I think you could have the suit actuators and such but don't forget about the powerplant for it. And of course the actual armor may also be heavier and thicker. If those lag (as your case seems) then you may be able to make the suit but not be able to move once you include the extra armor weight and power supply. Or it may be more vulnerable and have less endurance. Neither of which needs be a deal breaker.
Perhaps, following Far-Trader's thoughts you would loose the double strength bonus? Also you would still be limited by the weapons appropriate to the TL (and power).
We could do something like BD right now, but it would be primitive (and ugly).
One of the subplots in my upcoming SF novel concers development of power armor. Multiple servos and massive paralled processing would make it possible...but would you want to wear one?
