Several hollowed out Asteroids were towed to the empty Hex at 1704 between Efate and Menorb. One Asteroid has a fuel tank which holds 100,000 tons of fuel. Another Asteroid has a fuel tank with 150,000 tons of fuel. And another Asteroid has a Refinery, Administration offices, Staterooms, Sensors, Bridge, and Maneuver Drive. It has Fuel tankage of 250,000 tons. Tankers come from each adjacent Water Worlds Efate and Menorb. Extending the Imperial Navy's J-1 Route through the Subsector. Scouts can also use the Station for Refueling and to carry Communications.

As a source of hidden pre-emplaced fuel (and perhaps hidden pre-emplaced munitions) this may be an interesting tactic to "come out of nowhere". On-board for that(y)
🤔Not wholly convinced on its usefulness as a live ongoing base/mini-base/refueling station. It certainly benefits from the "empty hex" defense. But benefit enough?
A J1 hole is not as insurmountable as the Great Rift caches. Depending on how YTU addresses detection of vessel jump signatures when exiting J-Space, a number of enemy scouts with J2 worth of fuel could J1 in to areas scattered throughout the hex. If they themselves escape detection, they go on station keeping for months with passive sensors "maxed out" (ok an oxymoron there, but you get the idea).
The asteroids themselves have to remain in stationary or in at least predictable locations for Imperials to make use of. If they are not, an dry ship/fleet is looking at 3+ years (likely much more) back to Efate or Menorb. The more often Imperial ships use the asteroids, the more jump signatures, the more chances to reveal the location.
 
A reminder that the Battle of Two Suns took place around a rogue planet between Yres and Menorb ... so there is precedent (kinda) for this sort of move to set up a Calibration Point away from a planetary system in this very region around Menorb.

Indeed. This kind of hidden loyal base { insert Darth Vader respirator noises } that an invader would have a difficult time finding could be almost invaluable when it comes to being able to "cloak and dagger sneak attack" an invading force and blunt their attack, foiling their plans and making any siege action against Efate and/or Menorb that much more costly and difficult to sustain.
It certainly benefits from the "empty hex" defense. But benefit enough?
The intel challenge ALONE could possibly be enough to affect an invading fleet's posture and deployment.

As I like to say ... surprises are good for birthdays, but bad for business.
When your "business" is conquest, surprises can be catastrophic (for your ambitions).
