In the Reavers Deep supplement by Paul Sanders/JAKeith the timeline has

circa -2000 Askoapoy Discovered by 2nd Imperium Scouts.

Askoapoy sounds a lot like a Droyne/Ancients name. Anyone have details or hints ?

Also anyone know what the 2nd Imperium Scout Service was called ? (besides what I typed).

According to all my material the IISS started as the Sylean Federation Scout
Service, but I can not find any name for its forerunner during the Rule of Man.
 
There probably wasn't a "Scout Service," as such, during the time of the Rule of Man.

Under the old Terran Confederation, official exploration was conducted by units of the Confederation Navy -- except within the Ziru Sirka itself, where Terran naval vessels and personnel weren't allowed to travel. Private vessels -- assuming they had filed all the proper paperwork and/or greased the appropriate governmental officials -- were allowed passage through the Grand Empire during times of peace, however, and as such it was through them (and the clandestine naval personnel that they carried) that most of the reconnaissance and survey data about Imperial worlds came back to Confederation databanks.

This situation probably continued into the Rule of Man, since the ROM was essentially a takeover by the Terran navy of both political entities. Some scouting was still no doubt done by private organizations during this time; but unless the literature tells us that "scouts from X corporation/society found this," I think its safe to assume that any references to "Second Imperium scouts" means naval personnel.

The armed forces of the Solomani Confederation are divided
into the Army and the Navy. The Navy also handles scouting,
message transmission, and mapping functions which are performed
in the lmperium by the Scout Service.
