I would say that the fighter ratio within the retreat would be lower than in the wild. Higher civilization will tend to produce more specialists and fewer warriors. Say 10% within the retreat? With their higher TL, they should still be able to hold off the barbarian hordes (gunpowder is TL2 isn't it?).

Holy mackerel, so it is (cannon, that is). Perhaps the Great Retreat is therefore at TL1.
 
I'm considering developing the material I've created for 567-908 into a more thorough resource. I'm wondering if anyone has any thoughts about this? Also, though I'm not obligated to GURPS, I'm interested in a high-level summary of how their sourcebook treated the world (Denuli, they called it).

You still have all that stuff I sent you as campaign fodder back in the day?

It's all still operable as far as I am concerned...
