Depends upon the setting your going to use....can vary from Ancient Days (-300 000) to Galaxiad (~1900 IC). A lot of Eras for the OTU are covered. Basically, whatever era you build you game in sets the date, even if its you building YOTU.
Yes. Traveller 5 is aimed more at generic sci-fi, and covers any era, any technology, and any galaxy pretty much. Multi-verses are possible at tech level 33, etc.

I don't see as much Traveller in Traveller 5 as I did in previous Traveller editions. There may even be more Traveller found in Classic Traveller. I'm not counting any setting stuff. Just from the rules.
There is a table of contents on Far Future Enterperises' website. As mentioned, the book is setting-light, and what's there is mostly to provide examples and help.
That works for me. I'm doing a home grown setting and would love to see Imperium background information in a supplement for a future campaign. That's how a lot of RPGs do it. At 650+ pages, adding a lot of background would seriously lengthen the book.
