They are from the MegaTraveller Referee's screen. Borderline sophont race that might have tied into DGP's next big event (post-Rebellion shenanigans code-named "Baddies from the Core" and among the worst ideas I've seen despite my respect for the man who wrote it up), but now do not. Somewhat crocodilian, IIRC.
