Which Government to use

I have bit of a bind in developing an important world for a campaign. I don't know which government type to use.

Here's the specs.

Population 7
Starport A
TL 13 GTL 10
Law Low-Moderate. Figure 3-4

There's a Federated world government. Each city-state is a republic form of democracy. The world government's main job is foreign affairs, world security, and standardized commerce and tech practices. Think the relation between US Federal and State governments.

Now the world government is lead by an Aslani Ko style leader, with an advisory cabinet.

Should Type 4 (Representative Democracy) or Type A/B(Dictatorship) be used?
 
assuming the citizen's rights are guaranteed (which is probably the case, given the occasional personal challenge), i'd go with door #4.

but there's always more possibilities for mayhem with dictators. ;)
 
I like that. You even hit one point, being the personal challenge and duels are allowed. This is considered a valid means in impeaching a corporate, city, or even the world Ko.


FYI: This is for a IMTU/Firefly, which I'm taking some leeways. One is a colony ship, lost centuries previous, found the Aslani. Overtime some aspect of Aslani culture got assimilated.

And no the Alliance and frontier colonies know nothing about this situation. The name of the ship has become bit of a myth like Atlantis. During the Independence War, the myth developed a savior/messiah tone for some Browncoats.
