When to use the "Water" map symbol...

I'm having some trouble figuring out exactly when to use the symbol for a world with water (and one without) on a subsector map.

Best I can figure out is a word with a hydrographic score greater than 0, and an atmosphere score less than A (assuming frozen water still counts as water being present).

Is there an official (correct) criteria that I'm missing?

If Hydrographics is ≤2 (Dry or Desert worlds)
—OR—
If Atmosphere is A+ (Fluid Oceans) - because the fluid in question isn't water.
