My collection is mostly Classic Traveller with a healthy chunk of GURPS thrown in, in both cases they tended to favour producing books detailing only one or two races at a time.
I'll cast me eye over my pdf library later and see if I can spot a winner.
GURPS Alien Races 4, has 16 races in it, the others in the series have 4 to 5 a piece.
