For that article you'd only be able to view the opening paragraphs in that sample view.
There is some material on SJGames' website that may be helpful. I've inlcuded what I've found below.
SJGames has a section on "What about all my Third Edition books?"
here
the rest of this post contains material from a post I originally made to the TML.
From
SJG's catalog page the third page of
their catalog in pdf
" * February: GURPS Traveller: Interstellar Wars,
by Jon Zeigler, Loren Wiseman, and Paul Drye.
Explore the history of the Traveller universe! With rules to bring Traveller into Fourth Edition."
The pdf also mentions other GURPS 4th Edition books in the pipeline.
page 3 of the pdf file:
"Some books have a lot of rules material, but it’s fairly self-contained . . . such as the interstellar commerce rules from GURPS Traveller: Far Trader. Which is another one we’re reprinting. No problem there; these rules port over cleanly."
from
the GURPS 4E FAQ page:
"Q. Will the various PBG games and lines -- Hellboy, Transhuman Space, Traveller, WWII, etc. -- get updated core books?
A. We are talking about each of them individually, and will announce the fate of each one at a later date. (The exception is Traveller; we've already announced that GURPS Traveller: Interstellar Wars will be a Fourth Edition release in early 2005.) The initial reception of Fourth Edition will play a large role in the final decision -- and of course some of these settings are licensed, which adds its own twist."
"Q. What are your plans for updating [specific book]?
A. If we haven't announced specific plans, we aren't ready to discuss them in detail. We've scheduled books up through 2006, and several of them are updates of Third Edition favorites . . . but we would tempt the gods of bad karma to announce release dates more than two years ahead of schedule. Any book that we've explicitly said is outdated by Fourth Edition is on our master schedule, but we aren't ready to announce precise dates. Yet."
Note: I'm not connected with SJG aside from subbing to JTAS and Pyramid and buying some SJG products over the years, including several GURPS & GT books. Don't even run or play GURPS: Anything for that matter ;_; . I personally prefer using BESM which fwiw is currently a

Hope this helps,
