In a thread about using Crossfire with CT (link to thread) I mentioned the game Piquet. I've sung its praises before on CotI I'm sure and used to amusingly add "Resident Piquet Heretic" to my tagline on the TML. However I don't think I've made mention of one particular supplement and not in this section of CotI.
The campaign supplement for Piquet, called Theater of War, really IMO solves a lot of the common problems with campaign wargames. It uses a slightly modified form of Piquet and plays like Poker with dice and a map.

Apologies on that going directly to the catalog entry, I've not seen any other page for it. At least it has a link to pdfs of the cards which give you some idea of the game. Since Traveller uses 2d maps anyway all you'd have to do is decide to keep parsecs as individual map measurements or increase the size per map unit, ToW preferring to use a map grid. There are three scales of campaigns and like Piqet itself lends itself to tweaking, including the card decks.
Fog of War, inertia, resupply, objectives, dummy counters are taken into account. The main change needed I believe would be to translated effectiveness results into Traveller terms. Piquet uses the standard polyhedral dice set with d4 being the lowest rating and d12 the highest die type and d12 with two positive die changes applied to it. Yes that may sound familiar to Stargrunt players, which is the inspiration. There’s some Piquet specific stuff in there so I’d recommend looking at a copy if possible first but I don’t think you’d need to have Piquet to use it. Traveller already has force generation rules and the like.
There's a fairly active Yahoo Group for Piquet (at least for a wargame) and Brent Oman seems to answer email questions fairly fast.
