I'll try to explain the gist of it, though. It means something like:
"an Undesired-Consequence which-is-likely-to-happen and you brought it up in a somewhat ironic fashion as if you don't give a rat's ass if it happens, but you said all of that in a very diplomatic/formal way."
I suppose it derives from a formal pre-Ziru Sirka term for a "Diplomatic Incident" that typically required strong-arming a target insubordinate state.
So it's essentially a title quote from an old diplomatic rulebook pre-dating the ZS.
