Is there any rhyme or reason to the colors choosen for the LBB covers?

Because black and red are the colors of the devil. The pages are secretly encoded with subliminal patterns that say, "Drink some blood! Kill your parents! Brazenly discard your recyclables!"

That is certainly the general mindset of some parents towards RPGs when Traveller first came out. Mostly it was aimed at D&D though, since Traveller was not widely known yet.
