A Tech-Level-8 world, with a Government-4, (a Representative Democracy,) with a Population level of 8, (population multiplier of 3,) is suffering through a year-long, world-wide pandemic. The disease is air-born. Despite this fact, ironically, many of the indigenous population refuse to wear filter masks, even when mandated to do so. 7.6% of the population has caught the disease, (over 25 million.) Most patients have completely recovered, but some suffer from varying long-term disabilities. If infected, the death rate of those infected is 1.6%, (421,239.) The health care system is being strained to its limits.
Political leaders have not had much success in controlling the outbreak, but a vaccine with promising results has just been developed. Some of the population, however, is refusing to take the vaccine. There is much civil unrest.
The disease has begun to mutate.
Should the Imperium declare this world an Amber Zone?
