I'm not aware of it having gotten past rough outlines. (source: Roger Sanger, circa 1997.)
Wil, what about Flashback(?) It was a proposed set of adventures involving a party who'd been exposed/infected/whatever with something incurable, pop into low berths to await a cure, and are "thawed out" time and time again during various OTU historical events.

That's a neat "time traveller" campaign idea...
It was a sidebar ad in a MT product IIRC. Between Rebel Stories, The Black Duke, The Omneisum(sp) Quest, TNE's Belly of the Beast, and others there are a lot of "lost" Traveller projects.
Roger said none of the materials was past the outline stage. At least not on the disks Gary gave him.
Some of the outlines are floating around in the TML and the HIWG CD.
In my view, there is enough to complete them.
