Question about sector map offsets

Travellermap has Spinward Marches (-4, 1) listed. In the sector data, it's using (-4, -1) for an offset from the Core sector.

In most citizens minds, those living in the Core sector, do they typically think "(-4, 1)" or "(-4, -1)" when mentally locating the Spinward Marches relative to them? Which do scouts typically use when mapping their sectors?

Some Python code hangs in the balance.
 
Per Marc Miller, Coreward is positive for sector coordinates.

Unfortunately this wasn’t written down anywhere when I wrote the site so I went with Rimward being positive, like hexes. It’s too late to change now (it would invalidate URLs) so it is transformed at the display layer.

Ok. Transforming at the display layer is what I chose to go with also. I figured the offset stored in the data file was probably etched in stone.
