Possible military/political system for Traveller?

It was designed for Gurps and Ogre, but it seems like it could work equally well with Traveller, with the PC's adventures and opportunities for power dictated by the winds of political fortune.

I think it would be a better match for chargen, with the events so generated setting the context for each term (or tour, if you use the expanded chargen from CT). The major drawback is the necessity to either A. have each PC serve the same number of terms or B. have each PC serve a predetermined number of terms. Either of those would have the PCs "in sync" for the end of their chargen careers.
