NPC: Commodore Herbert von Linksch

An NPC for an upcoming scenario:

Commodore Herbert von Linksch (born Herbert Linksch), age 77, is a staff officer in the subsector fleet. He volunteered for Imperial service at age 18 because he couldn't afford a proper education otherwise. He entered the Imperial Navy where his superiors soon discovered his talents. In the following years, he climbed (or, more precisely, was pushed) the ranks and finally ended up with a PhD in applied mathematics and in the position the higher-ups wanted him to be in: The logistics staff of the subsector fleet. In the following decades, he mostly worked on different mathematical models to optimize the organization of the supply depots of the fleet. The implementation of his work was directly responsible for a 1.6% reduction in the maintenance cost of the subsector fleet. For part of this, he was awarded the (non hereditary) title of "Graf" (count) and the right to carry the name affix "von". In the last years, he led the "Logistical Organization Optimization Special Task Force" at the rank of space captain (O-6).

Von Linksch is highly intelligent, but lacks charisma and experience with practical matters. Luckily, he is smart enough to be aware of his shortcomings. In the few mandatory assignments he had during his service where he had to command ships or bases or people that weren't other mathematicians, he highly relied on his subordinates and NCOs and mostly followed their lead. This worked out, mainly because his superiors carefully set him up to succeed.

As von Linksch approached retirement age, his superiors planned to reward him one last time, with the promotion to the rank of commodore (O-7). To do so, he actually had to command a flotilla. The research flotilla that was formed to test [redacted for security reasons] was deemed the ideal assignment for him, a quiet post where he only had to serve as a figurehead, with lots of scientists that he could relate to, and enough time to work on his pet projects.

He was promoted and assigned to the flotilla 8 weeks ago, and only has 6 more weeks to go before his retirement, having then completed 15 terms or 60 years in Imperial service.

In his private life, Herbert von Linksch is married to his first wife. They have 6 children and 11 grandchildren. He is called Harry by his friends, and Herby by his wife.

He is a thin, tall man with a straight posture, short, gray hair and piercing brown eyes. His mind is still laser sharp, but he has started to loose a little bit of focus over the last years, and can't concentrate as good as he used to be. He forces himself to start the day with a strict morning routine of exercise and personal care, but his immaculate uniform tends to crumple and stain over the day. He knows this, so he tries to hold official business and meetings early in the day.
 
The player characters will first hear rumours that he is a decorated veteran and led some kind of "special task force" directly subordinate to the subsector commander. Nobody they ask will know what exactly he had done (so maybe top secret stuff?). So he must be some kind of badass commando special forces super soldier, right?
