Does the Improved Internal Combustion power plant use the scaling efficiency modifiers?

My reason for asking is that there are two types of internal combustion and turbine power plants. The Scale Efficiency table states turbines, which to me means both. The first impression I get is that both internal combustion power plants use scale efficiency. Unfortunately after some thought, kind of dangerous;), I'm not sure if the entry of "internal combustion" is for one or both power plants.
 
Yes. It's actually NOT in the errata yet, for reasons that escape me. But it's my mistake.

However, it will read:

Improved Internal Combustion plants use the Internal Combustion efficiency entries.
