IMTU: Space 2360

Using the Terran Dawn maps (Traveller 4090AD) I have selected several planets for Pocket Empires. I selected them based on a A class starport since I figured the capital of any empire would be the one that could build and maintain a fleet. So we have Ascalon, Dingir, Suleiman, Muan Gwi, Easter, Nusku, Terra, Prometheus, Shulgliasu. I am thinking of keeping the Vegans or replacing them with my own. So how big should the empires be? I am thinking 2-4 parsecs from each capital but what would be the best range from the capital to the frontier?

One month of jump distance. If Jump-2, then 8-10 parsecs. That gives a minimum of 2 months lag in communications. If you want more than that, determine what range would give you a 6 month lag. What you want for a frontier area is an area where orders or instructions from the Capital would be useless or worse than unless.
 
Space

So I am using the Traveller Solomani Rim map since I am a fan of Traveller and it is easy for me to visualize. Using the Terran Dawn setting adjusted for 2400 we have 6 planets above TL9 (GURPS). They will be considered the major powers since they can build new ships/jump engines. I set a border around them about two parsec and they start to merge with each other. We start to see the formation of the first interstellar states.

We have Terra/Prometheus/Meshan/Sebasta/Dingir with 29 planets.
Muan Gwi with 8 planets
Shulglaisu with 7 planets
Ascalon/Suleiman/Easter with 18 planets.

However, many of those states have Law Levels of 7 or more!. Do you think this is realistic due to high population, world government levels (most are Bureaucracies) and technology? Should there be a cap on how restrictive a government can get?
