since the scouts handle communications i suspect they work like the NSA....mostly doing ciphers and signals work.....and 'scout spies' are like 3rd Echelon in space....combine that with a more overt HRT element and you have an organization that's fantastic for campaigns.

Cheap surplus ships, no payroll, deniability, opportunity to bring in underworld/merc expertise without official issues on either side, also opportunity to reduce pension payments.
